Second workshop for substitution of targeted hazardous chemicals

The European Commission is hosting a second workshop in co-operation with a group of contractors led by the Logika Group in the context of the study Strengthening the role of substitution planning in the context of REACH and other EU chemicals legislation.

Introduction

There is a need to find better and more efficient ways to promote and support substitution for targeted hazardous chemicals, in particular for complex cases. A revised substitution framework should promote a faster transition towards improved health and environmental protections, facilitate cooperation and innovation between actors across complex value chains, and allow for enhanced investment and planning to secure the competitiveness of EU industry.

The European Commission is hosting a second workshop in co-operation with a group of contractors led by the Logika Group in the context of the study Strengthening the role of substitution planning in the context of REACH and other EU chemicals legislation. 

The purpose of the workshop will be to give an update on progress made on the project to date, including the problem definition. The workshop will also provide an overview of the identified options for a substitution framework and explore their potential  implications. Views on the options and initial results will be sought from the audience prior to commencing the final stages of the study. A link to the study terms of reference is available here.

A background document for the workshop will be issued in due course in advance of the workshop. This will provide an overview of the problem analysis and identified options. Workshop minutes will be prepared afterwards documenting the discussions.

Date and Format:

The workshop will be held on the 1st of October 2024  at European Commission premises in central Brussels and also hosted online.

We expect the workshop will start and conclude with two plenary sessions, in between which there will be group discussions

A draft agenda is as follows:

  • Opening plenary session, including:

    • Project context and introduction by European Commission

    • Overview of the problem analysis

    • Overview of the options for a subsitution framework to be discussed 

  • Group discussions on the identified options

  • Closing plenary session summarising feedback and next steps.

Expression of interest

At this stage, we are asking parties to submit an expression of interest via this form to participate in the workshop, either in person or virtually. Following this, a formal confirmation of attendance will be sent along with a background document for the workshop, including a more detailed agenda.

The deadline for expressing interest is the 1st September 2024: in the event that a significant number of expressions of interest is received early on, the deadline for submissions may be moved to sooner than 1st September 2024.
