Hetty is an experienced technical researcher and project manager with 10 years’ experience of the tools and dynamics of EU environmental policy intervention and regulation gained through projects for the European Commission (DGs ENV, AGRI, and CLIMA), the European Parliament, Defra, DECC, UK Statutory Agencies, private sector clients and NGOs. In this time, she has developed skills both managing projects and delivering them (including complex literature reviews, stakeholder consultations, analysis and report writing). Her experience as a policy analyst spans a range of environmental issues – particularly in relation to EU industry and agriculture with respect to emissions to air and water, waste management and resource use.
Hetty has been involved with several projects undertaking policy analysis in keeping with the European Commission’s framework of Regulatory Fitness and Performance Programme (REFIT). She contributed to policy evaluations (for the Industrial Emissions Directive (IED), and regulations concerning the European Pollutants Releases and Transfers Register, Monitoring, Reporting and Verification and the Common Agricultural Policy (CAP)), impact assessments (for the Ambient Air Quality Directives, IED, and regulation on ozone depleting substances), implementation assessments (for the IED, IPPCD and WID).
Hetty has an in-depth knowledge of EU funding budget programmes, including their modes of management, delivery mechanisms and reporting and evaluation frameworks. She was a core team member for the LIFE budget programme impact assessment and defining a monitoring and evaluation framework for LIFE. Hetty was involved in earlier studies to develop methodologies for climate proofing investments and measures under the CAP, and tracking methodologies to determine the contribution of EU funding to climate change, air quality improvements and emission reductions. Further, she was involved in studies identifying opportunities for the use of financial instruments in the previous CAP and options for developing results-based payment schemes for agri-environment land management.
Hetty has a Masters in Environment, Globalisation and Politics from Kings College, London, and is proficient in French and Spanish with experience working in both languages.
