Comparison between the Directive (EC) 2016/2284 and the amended Gothenburg Protocol under the UNECE Air Convention

To provide a comparative analysis of the differences in obligations and provisions between the Air Convention Gothenburg Protocol and Directive (EU) 2016/2284 (NEC Directive).

Focus 

This project focussed on mapping the provisions of the NEC Directive and the Gothenburg Protocol including their annexes, which then informed a comparison of the differences, similarities and any inconsistencies between the instruments. This included identifying any overlapping reporting obligations and review processes.

What we are delivering 

  • Mapping of the obligations, flexibilities, exceptions, emission limit levels and values, reporting and review obligations and other provisions of the NEC Directive and amended GP;

  • Provision of a comparison of the differences and similarities between these two legal frameworks and any inconsistencies;

  • Analysis of the effect of these differences on a) the level of ambition of each of the two instruments; and b) administrative burden for Member States.
