David Birchby

BSc (Hons) MSc

David is an Associate Director of environmental economics, with 15 years' experience developing economic analysis and insight to support development, implementation and evaluation of environmental policies and programmes.

David joined Logika Group in 2024, having spent 5 years as an economist in the UK Government civil service then 10 years as an environmental economic consultant at Ricardo plc. David’s experience includes successful project delivery for public and private clients, in the UK, EU and beyond – clients include: national Government Departments and agencies, Local Authorities, European Commission, International Finance Institutions (e.g. ADB, EBRD), NGOs, and industry.

David has significant experience of applying economic techniques such as impact assessment, evaluation, cost-benefit analysis, and health and environmental impact assessment, to help clients make optimal policy choices. David has applied these techniques in line with established appraisal guidance (e.g. UK Green and Magenta Books, EU Better Regulation Guidelines) across a wide range of environmental policy agendas, including: air quality, industrial pollution, noise, natural capital, forestry, soils and more. David has worked closely with the UK Defra for many years to review and update its approach to appraising the impacts of air pollution and its damage costs, capturing the human and environmental health effects of exposure to air pollutants. David is also a member of a COMEAP sub-committee reviewing approaches to the valuation of morbidity effects.

David is an experienced project leader having managed, directed and quality assured projects and economic workstreams for a range of local, national and international public clients. David holds an MSc in Development Economics from the School of Oriental and African Studies, and a BSc in Economic and Finance from the University of York.

Ben Marner compiled the Air Quality chapter for the Broadmoor Hospital ES, which I co-ordinated. He did a thoroughly excellent job and I have recommended him for more work and bids since then. I would have no hesitation in using him again on any ES I was leading, for any type of development.
