David is a Technical Director within the Environmental Policy & Economics team for the Air Quality Consultants, Noise Consultants and Logika Consultants Group. He has over 15 years’ experience managing and leading environmental policy projects for UK and European Governments.

He has over 15 years’ experience managing and leading environmental policy projects for UK and European Governments, the European Commission (and agencies) and the United Nations Environmental Programme (UNEP). Recently joining the group from Wood Plc, he also has extensive experience working with the private sector – both individual companies, consortia and trade associations - in the UK, Europe, North America and in South East Asia.
David specialises in advising on the economic effects of environmental policy, socio-economic analysis (SEA), cost benefit analysis, economic and regulatory impact assessment, policy evaluation as well as environmental and human health impact valuation. He has particular expertise in chemicals policy (REACH, BPR, the Stockholm Convention on POPs, for example), circular economy, air quality, industrial emissions and transport. David is passionate about using the tools of economic analysis to better understand environmental externalities, to help governments make complex policy choices and businesses prepare objective, evidence-based responses to policy proposals.
